1. Project overview and legal information
Thuan Yen Industrial Park is one of the first four industrial parks established in Quang Nam province and is included in the list of industrial parks nationwide approved by the Government according to Decision No. 1107/QD-TTg dated August 21, 2006. However, due to a number of objective and subjective reasons, in the early period, Thuan Yen Industrial Park did not receive comprehensive infrastructure investment, leading to difficulties in attracting businesses.
In recent years, thanks to the attention of the Quang Nam provincial government and investors, the industrial park’s infrastructure system has been improved and perfected. Combined with its advantageous geographical location, Thuan Yen Industrial Park is gradually narrowing the gap in occupancy rates and FDI attraction compared to other industrial parks in the province such as Dong Que Son, Dien Nam – Dien Ngoc, Bac Chu Lai, or Tam Hiep.
Currently, Thuan Yen Industrial Park focuses on developing and attracting industries where the locality has advantages, including:
- Investment in infrastructure and factory business;
- Agricultural, forestry, and aquatic product processing industry;
- Consumer goods and building materials manufacturing industry;
- Assembly, electronics, and garment manufacturing industries.
2. Costs and incentives for leasing land in Thuan Yen Industrial Park
Investment Costs:
- Land Lease Price: Ranging from 30 – 35 USD/m² for a 50-year term (excluding VAT)
- Management Fee: 0.25 USD/m²/year (excluding VAT)
- Electricity Price: Applied according to the price list of Quang Nam Provincial Electricity Company at the time of use, as stipulated in Circular 16/2014/TT-BCT of the Ministry of Industry and Trade
- Water Price: Calculated according to the price list of the water supply unit at the time of use
Investment Incentive Policy:
- Corporate Income Tax: Applied at a preferential tax rate of 10% for 15 years; Tax exemption for the first 4 years from the date taxable income is generated, then a 50% reduction for the following 9 years.
- Personal income tax: 50% reduction for those subject to tax.
- Import tax:
- Tax exemption for imported goods used to form fixed assets.
- Tax exemption for the first 5 years for raw materials, supplies, and semi-finished components that cannot be produced domestically, imported for production purposes.
3. Geographical and transportation location of Thuan Yen Industrial Park
Transportation System:
- Roads (National Highways, Provincial Roads): Located 2 km west of Tam Ky city center, adjacent to National Highway 1A and the North-South railway line; 60 km from Da Nang city and approximately the same distance from Hoi An city in Quang Nam province.
- Railways: 3 km from Tam Ky Station.
- Seaports: 30 km from Ky Ha Port.
- Airports: 30 km from Chu Lai Airport, convenient for cargo transportation and travel.
4. Infrastructure system
Technical and Transportation Infrastructure:
- Transportation: The main arterial road is 27 m wide with 4 lanes; the secondary branch roads are 19.5 m wide with 2 lanes, ensuring convenient traffic flow and transportation within the industrial park.
- Electricity System: Stable supply with a voltage of 150 kV, meeting the needs of industrial production.
- Water Supply System: Water source supplied by the Tam Ky Water Treatment Plant, with a capacity of 20,000 m³/day.
- Wastewater Treatment System: Complies with national environmental standards including QCVN 25:2009/BTNMT, QCVN 02:2012/BTNMT, QCVN 07:2009/BTNMT, QCVN 30:2012/BTNMT, ensuring wastewater is safely treated before discharge into the environment.
- Fire protection system: Designed according to national technical standards on fire safety for buildings and structures, ensuring safety for the entire industrial park.
- Communications: VNPT’s fiber optic cable system, meeting international telecommunications standards, provides full high-speed data transmission, internet, and domestic and international postal services.
