Currently, the project has basically completed its infrastructure system and is expected to proceed with land handover along with land use right certificates in March 2026.
Below is an overview of the Northwest Duc Hoa Dong Industrial Cluster:
- Project Name: Northwest Duc Hoa Dong Industrial Cluster
- Location: Duc Hoa Dong Commune, Duc Hoa District, Long An Province (now My Hanh Commune, Tay Ninh Province)
- Scale: 48.5 hectares
- Operating Period: 50 years (2017 – 2067)
- Land Lease Method: One-time payment
- Occupancy Rate: Currently being updated
- Investment Attracting Industries: Including fields such as mechanical engineering – metalworking, textiles – footwear, wood and furniture manufacturing, plastics – household goods, building materials, electrical – electronics, agricultural and food processing, and warehousing and logistics services.
- Transportation connectivity: The project is located on the border of Ho Chi Minh City, near the Ring Road 3, and is one of the few industrial clusters in the area with a bridge directly connecting to Binh Chanh district, facilitating the transportation of goods to logistics centers in the West.
- Human resources: The area has an abundant workforce of over 1 million people (as of 2025), with the proportion of trained workers reaching over 75%. The province has approximately 45 vocational training institutions, colleges, and universities. The reference salary for unskilled laborers ranges from 180-200 USD/month, while skilled laborers earn from 200-300 USD/month.
2. Investment costs and incentives
The following infrastructure and service fees apply to the project:
- Infrastructure management fee: approximately 723 VND/m²/month (excluding VAT).
- Clean water price: 14,000 VND/m³ (including VAT).
- Wastewater treatment fee: approximately 8,000 VND/m²/month (excluding VAT).
- For electricity, telecommunications, and waste collection services: customers will sign contracts and pay directly to the providers according to current regulations.
Businesses operating in the Tay Bac Duc Hoa Dong Industrial Cluster are eligible for investment incentives as stipulated by current State regulations. In addition, the developer also provides many practical support services, including:
- Consulting and assisting in completing legal procedures such as applying for Investment Registration Certificates, establishing enterprises (ERCs), etc.
- Providing factory design and construction services at optimal costs, ensuring competitiveness for investors.
3. Geographical location
The Duc Hoa Dong Northwest Industrial Cluster is considered a new generation industrial cluster model in the Northwest area of Ho Chi Minh City, possessing a strategic location right on Provincial Road 823D and within the industrial development triangle comprising:
- Duc Hoa (Long An) – an area with strong industrial development;
- Binh Chanh (Ho Chi Minh City) – a logistics and goods distribution center;
- My Hanh (Tay Ninh) – oriented towards clean industry development.
Notably, in 2026, the bridge connecting Binh Chanh will be completed, directly linking the industrial cluster to logistics centers in the West, creating a clear competitive advantage. This is also one of the few industrial clusters in the region with a direct bridge connection to Binh Chanh.
In addition, the project is located near the Ring Road 3, allowing businesses to easily travel and connect to key areas such as Long Thanh and Nhon Trach in approximately 45-60 minutes. The combination of three key infrastructure axes – Ring Road 3 – Binh Chanh Bridge – DT823D – has contributed to elevating the Duc Hoa Dong Northwest Industrial Cluster into a strategic destination in the region.
