1. Project overview and legal information

Linh Trung III Export Processing Zone is one of three zones within the Linh Trung Export Processing Zone system, established as a joint venture between Vietnam and China. The Vietnamese side is represented by Saigon Industrial Park Development Company (SAIGON IPD), while the Chinese partner is China United Electric Import and Export Co., Ltd.

On December 27, 2002, the Ministry of Planning and Investment issued Investment License No. 412/GPĐC6, allowing the Sepzone – Linh Trung Joint Venture Company to implement the Linh Trung III Export Processing and Industrial Zone project in An Tinh commune, Trang Bang district, Tay Ninh province. The project covers a total area of ​​203.8 hectares, including 193.8 hectares of industrial land and 10 hectares for worker and expert housing. The total registered investment capital is US$55.5 million, with a legal capital of US$17 million, contributed equally at 50% by each joint venture partner.

On June 30, 2011 and April 20, 2012, the project was re-issued an Investment Certificate and its company name was changed to Sepzone – Linh Trung (Vietnam) Co., Ltd. This company is responsible for developing and operating infrastructure for the Linh Trung Export Processing Zones in Ho Chi Minh City and Tay Ninh, including Linh Trung I, II, and III.

2. Costs and incentives for land lease in Linh Trung 3 Industrial Park - Export Processing Zone

The costs and conditions for leasing land in Linh Trung III Export Processing Zone are as follows:

  • Land lease price including infrastructure: Ranging from 60 – 80 USD/m²
  • Lease term: 50 years, calculated from the date of issuance of the Investment Certificate
  • Infrastructure management fee: 0.5 USD/m²/year
  • Electricity, water, and wastewater treatment costs: Applied according to the State’s price list and current regulations of Tay Ninh province
  • Labor costs: The average income for unskilled labor in the Tay Ninh area (based on 2019 figures) ranges from approximately 200 – 500 USD/person/month, creating favorable conditions for businesses in recruitment and factory operation.

Export processing enterprises here enjoy many preferential tax policies, specifically:

VAT: Not applicable to export processing enterprises as per regulations.

Export tax: Completely exempt throughout the project implementation period.
Corporate income tax: Exempt for the first two years, followed by a 50% reduction in tax payable for the next four years. Additionally, a preferential tax rate of 17% will be applied for 10 years from the start of business operations.

3. Location of Linh Trung III Industrial Park

Linh Trung III Export Processing Zone is located in An Tinh commune, Trang Bang district, Tay Ninh province, bordering Cu Chi district (Ho Chi Minh City) and near the Trans-Asian Highway – a vital transportation artery connecting the region.

From this location, the export processing zone has convenient access to important transportation centers and hubs:

  • Approximately 45 km from the center of Ho Chi Minh City
  • Approximately 45 km from Tay Ninh City
  • Approximately 42 km from Saigon Port
  • Approximately 37 km from Tan Son Nhat International Airport
  • Approximately 28 km from Moc Bai International Border Gate and approximately 95 km from Xa Mat International Border Gate

4. Infrastructure system of Linh Trung 3 Industrial Park and Export Processing Park – Tay Ninh

The Linh Trung III Industrial and Export Processing Zone is planned on a relatively flat area with an average elevation of 5.5 m to 7.5 m above sea level and a natural slope of approximately 0.2%. The soil is mainly silty clay, with good load-bearing capacity ranging from 1 to 1.5 kg/cm², suitable for the construction of industrial facilities.

  • Electricity System:
    The industrial park is supplied with electricity from an 80 MVA transformer substation, directly connected to the national power grid and distributed to each factory through low-voltage substations, ensuring a stable power supply for production activities.
  • Water Supply System:
    The on-site clean water plant has a capacity of 10,000 m³/day and is operational, providing water that meets Vietnamese standards (TC 505/BYT), fully satisfying the production needs of the businesses.
  • Wastewater Treatment System:
    Wastewater is pre-treated at each factory before being sent to the zone’s centralized treatment system with a capacity of 10,000 m³/day. After treatment, the water meets the standards of QCVN 40:2011/BTNMT before being discharged into the environment.
  • Telecommunications System:
    The telecommunications infrastructure is comprehensively invested with a digital telephone exchange capable of providing up to 1,500 numbers, along with broadband internet (ADSL) from major network providers such as Viettel and VNPT, meeting the needs for domestic and international connectivity.
  • Surrounding Amenities:
    Within a radius of 1-5 km around the export processing zone, there are full supporting services such as banks, post offices, customs, healthcare, education, as well as accommodation, dining, and entertainment facilities, creating favorable conditions for the production and living activities of businesses and workers.
