Electrical System

A 110KV/22KV substation located on the D3 route, connected to the 110KV Dai Ninh – Phan Ri power line, provides electricity for production in the industrial park. The total capacity for the two phases is 126 MVA (63 MVA for the phase up to 2015; 63 MVA for the phase from 2016-2020). A 22KV power line connecting from the 63 MVA substation (total capacity for the two phases is 120 MVA) runs along the roads within the industrial park, supplying electricity to the factories.

Sewage SystemIndustrial and service wastewater is collected and channeled to a centralized wastewater treatment system with a maximum treatment capacity of 10,000 m3/day and treated to meet standard A according to Regulation QC40:2011/BTNMT. The current wastewater treatment capacity is 5,000 m3/day (phase 1).
Traffic System

A main thoroughfare, 50m wide, runs from National Highway 28B, connecting the functional areas, while the remaining routes connect to the main route. The total length of internal roads is 17.51 ​​km. Main road system: 19m wide carriageway, 6 lanes. Internal road system: 12m wide carriageway, 4 lanes.

1. Project overview and legal information

The Song Binh Industrial Park received detailed construction planning approval at a scale of 1/500 according to Decision No. 2568/QD-UBND dated October 21, 2013, of the People’s Committee of Binh Thuan Province. The project covers an area of ​​300 hectares, with a total investment of approximately 800 billion VND, and is envisioned to become the largest and only specialized titanium deep processing industrial park in Vietnam.

The industrial park focuses on developing sectors such as: chemical production and chemical products; metallurgy; paper and paper product manufacturing; Mining of non-ferrous metal ores; production of products from non-metallic minerals. Priority will be given to projects involving the deep processing of titanium, with main product groups including: titanium slag, artificial rutile, zircon (fine and ultrafine), pigments (titanium dioxide), zircon compounds such as zircon oxychloride, porous titanium, titanium metal, and titanium alloys.

Titanium raw materials are mined from coastal areas of Binh Thuan province such as Bac Binh – Tuy Phong, Luong Son – Bac Binh, Bac Phan Thiet, Ham Thuan Nam, Ham Tan… and then transported to industrial zones for deep processing, creating high value-added products for export and domestic needs.

  • Human Resources:
    The Song Binh commune area currently has approximately 1,005 households with 4,336 people, of which the working-age labor force is about 2,537 people, accounting for nearly 48.5%. In addition, the residential area of ​​Luong Son town (about 10 km away) and neighboring localities are abundant sources of labor, including both unskilled and skilled workers, meeting the recruitment needs of businesses in the industrial park.

2. Investment costs and incentives

  • Infrastructure management and maintenance fee: US$0.4/m²/year (collected annually to cover operation and maintenance costs).
  • Electricity cost: Applied according to EVN’s tariff.
  • Clean water cost: US$0.4/m³.
  • Wastewater treatment fee: US$0.5/m³.
  • Telecommunications fee: Calculated according to the price list of service providers; fiber optic infrastructure has been invested in to each plot of land and is ready for connection.
  • Corporate income tax incentives:
    Businesses operating in Song Binh Industrial Park are subject to a preferential tax rate of 17% for 10 years; they are also exempt from tax for the first 2 years and receive a 50% reduction in tax payable for the following 4 years.
  • Import tax incentives:
    Tax exemption for imported machinery and equipment used to form fixed assets; and tax exemption for imported goods intended for processing into export products.
  • Depreciation Policy:
    Businesses can apply an accelerated depreciation method, thereby increasing deductible expenses when determining taxable income.
  • Investment Procedure Support:
    The investor of Song Binh Industrial Park supports businesses in carrying out legal procedures such as applying for Investment Registration Certificates and Business Registration Certificates.

3. Geographical location of Song Binh Industrial Park

The Song Binh Industrial Park is planned in a location separate from residential areas, approximately 700 meters from National Highway 28B and only about 0.5 km from the North-South railway line. The project boasts a significant advantage due to its proximity to areas with large titanium ore reserves (outside the mineral exploration boundary, approximately 12 km from the mining area), facilitating the transportation and processing of raw materials.

Climate conditions:
The area has an average rainfall of approximately 1,024 mm/year, an average temperature of 27°C, and a humidity of approximately 79%. Notably, it is less affected by typhoons and other natural disasters, making it suitable for long-term production.

Topography and geology:
The terrain is relatively flat, with stable soil and good load-bearing capacity, meeting the requirements for the construction of large-scale industrial facilities.

4. Infrastructure System

The technical infrastructure system at Song Binh Industrial Park is being invested in comprehensively and gradually improved, meeting the standards of a modern industrial park and effectively serving production and business activities.

  • Internal transportation:
    The industrial park has a main traffic artery 50m wide, directly connecting to National Highway 28B and linking to the functional sub-areas. Branch roads are arranged logically, closely linked to the main artery, with a total network length of approximately 17.51 ​​km. The main artery has a road surface width of 19m, including 6 lanes; the internal road system is 12m wide with 4 lanes, ensuring convenient traffic flow for vehicles.
  • Electrical System:
    Electricity is supplied from a 110/22KV transformer substation located on the D3 road, connected to the 110KV Dai Ninh – Phan Ri power line. The total power supply capacity reaches 126 MVA in two phases (63 MVA each). The 22KV power grid is deployed along the internal roads, ensuring stable power supply for the entire factory.
  • Water Supply and Drainage System:
    Water supply capacity reaches approximately 11,000 m³/day, through a system of HDPE pipes (D150 and D100 diameters) leading to each plot of land, meeting the needs of the enterprise.
  • Wastewater Treatment System:
    Wastewater from production and service activities is collected and treated at a centralized treatment plant with a maximum capacity of 10,000 m³/day, meeting standard A according to QCVN 40:2011/BTNMT. Currently, phase 1 is operational with a capacity of 5,000 m³/day.
  • Telecommunications System:
    The industrial park is connected to the Binh Thuan province’s telecommunications network through the local postal system, ensuring communication services reach the fences of each factory.
  • Internal Amenities:
    In addition to technical infrastructure, Song Binh Industrial Park is also planned with full amenities to serve daily life such as: parks, cultural centers, medical stations, nurseries, kindergartens, markets, mini-supermarkets, apartment and condominium complexes, canteens, and sports facilities, contributing to creating a favorable working and living environment for workers.
