1. Project overview and legal information

The Chan May – Lang Co Economic Zone was established by Decision No. 04/2006/QD-TTg dated January 5, 2006, of the Prime Minister. This area has a clearly defined geographical scope, encompassing Lang Co town and the communes of Loc Thuy, Loc Tien, and Loc Vinh (Phu Loc district, Thua Thien Hue province). The total area of ​​the zone is approximately 27,108 hectares, comprehensively planned with functional sub-zones, socio-technical infrastructure, services, and public utilities. Thanks to its flexible management mechanism and many attractive incentive policies, the economic zone creates favorable and stable conditions for domestic and foreign investors to carry out production and business activities.

According to the plan, the duty-free zone combining industry and port logistics services is located from Chan May East Cape to Bu Lu River, with a scale of approximately 1,540 hectares. The Saigon – Chan May Industrial Park, part of the Chan May – Lang Co Economic Zone, covers an area of ​​659.06 hectares, of which 513.04 hectares are available for industrial lease. This project is developed and operated by Saigon – Hue Investment Joint Stock Company.

The industrial park aims to attract clean industries, assembly industries (such as automobiles, television equipment, and computers), supporting industries, high-tech building materials manufacturing, as well as the production of medical equipment, components, and pharmaceuticals. Currently, the industrial park has attracted 4 investors, with an occupancy rate of approximately 7%.

2. Land lease costs and incentives

The following fees apply within the industrial park:

  • Infrastructure rental fee: US$38/m² (land use term until January 11, 2078)
  • Factory rental fee: US$3/m²/month
  • Infrastructure management and maintenance fee: US$0.4/m²/year
  • Raw land lease fee (annual): Applied according to the regulations of the Thua Thien Hue Provincial People’s Committee
  • Electricity price: Ranging from VND 1,044 – VND 3,076/kWh, depending on the time of day
  • Water price: VND 13,653/m³
  • Wastewater treatment fee: VND 6,200/m³, where the amount of wastewater is calculated equivalent to 80% of the total water used

Due to its location within an economic zone, investment projects in the Saigon – Chan May Industrial Park enjoy many attractive preferential policies, especially regarding taxes:

Corporate Income Tax:

  • A preferential tax rate of 10% is applied for 15 years.
  • Tax exemption for the first 4 years, followed by a 50% reduction in tax payable for the next 9 years.
  • The preferential period is calculated from the first year of taxable income or from the fourth year after the project commences operation (whichever comes first).

Import Tax:
Businesses are exempt from import tax on goods imported to create fixed assets for the project, including: machinery and equipment; specialized transport vehicles used in the production line and for transporting workers; components, spare parts, molds and accompanying accessories; raw materials for manufacturing equipment or components; as well as construction materials not yet produced domestically.

Labor Policy:
Thua Thien Hue province provides training cost support of VND 1,000,000 per worker for businesses with 200 or more employees. At the same time, the locality also provides free land for businesses to build housing and apartment complexes for workers and experts.

3. Geographical location

The industrial park is located within the Chan May – Lang Co Economic Zone, in Loc Tien and Loc Vinh communes, Phu Loc district, Thua Thien Hue province. With its advantageous location, the industrial park boasts a diverse transportation network, easily accessible to key areas via various modes of transport such as road, rail, sea, air, and inland waterways.

Specifically, the industrial park is only about 3 km from Chan May seaport, 42 km from Phu Bai International Airport, 59 km from the center of Hue City, 38 km from Da Nang International Airport, and about 39 km from the center of Da Nang City. In addition, it is 47 km from Tien Sa Port (Da Nang), approximately 78 km from the La Son – Tuy Loan Expressway, and about 140 km from the Da Nang – Quang Ngai Expressway. The area is also close to the East-West Economic Corridor, facilitating regional trade.

Besides its advantageous transportation location, the industrial park is situated in a densely populated area of ​​Thua Thien Hue province and borders Da Nang city, making it easy to attract labor. Thua Thien Hue has a total population of approximately 1.2 million and Da Nang approximately 1.1 million, with the workforce accounting for about 70%. Within a 20 km radius of the industrial park alone, there are approximately 150,000 residents, providing a plentiful workforce for businesses.

4. Infrastructure system

  • Saigon – Chan May Industrial Park boasts a comprehensive and modern infrastructure system, effectively meeting the production and business needs of enterprises.

  • Internal Transportation:
    The transportation network is scientifically planned with a main road 36m wide and internal routes 23.5m wide. The roads are arranged in a grid pattern, making movement and access to each plot of land within the industrial park convenient.

  • Electricity Supply:
    Electricity is supplied from the national grid through a 110/22kV transformer station with a capacity of 2×80 MVA. A 22kV medium-voltage power line system is installed along the internal roads, ensuring stable power supply and direct connection to each factory.

  • Water Supply:
    The clean water supply system has a capacity of approximately 11,000 m³/day, fully meeting the needs of production and daily life. The pipeline network extends to the boundaries of each enterprise.

  • Wastewater Treatment:
    The industrial park is designed with separate drainage systems for rainwater and wastewater. Rainwater is collected and naturally drained through a system of ditches into the river, while industrial wastewater is pre-treated at each factory before being channeled to a centralized treatment plant with a capacity of 4,900 m³/day, ensuring compliance with environmental standards before discharge.

  • Telecommunications System:
    The telecommunications infrastructure is fully deployed with telephone lines and broadband internet (ADSL) readily available to each enterprise. Services are provided by reputable domestic network operators, ensuring stable and high-quality connections.
