1. Project overview and legal information
The Phu My II Expanded Industrial Park was established by Decision No. 2504/QD-UBND dated July 25, 2008, of the People’s Committee of Ba Ria – Vung Tau province. The industrial park is currently located in Tan Phuoc and Phuoc Hoa wards, Phu My town. Its boundaries are: to the North, bordering Road 365 and several neighboring projects; to the South, bordering the planned Phuoc Hoa – Cai Mep road; to the East, bordering the technical corridor of the Phu My new urban area; and to the West, bordering the Cai Mep Industrial Park. The project’s operating period is 50 years, starting from July 25, 2008.
The Phu My II Expanded Industrial Park’s initial planning was approved by Decision No. 1704/QD-UBND dated May 20, 2008. After several adjustments, the total planned area of the industrial park now reaches approximately 398.06 hectares, of which 250.53 hectares are industrial land available for lease, including both production land and land for logistics activities.
2. Investment costs and incentives
Investment costs at Phu My II Expanded Industrial Park:
– Infrastructure usage fee: approximately 125 USD/m² for the entire lease period
– Annual land rent: approximately 1,181 VND/m², adjusted according to the land price list issued by the People’s Committee of Ba Ria – Vung Tau province
– Management and maintenance fee: approximately 0.65 USD/m²/year, subject to annual adjustments
– Clean water price: approximately 12,500 VND/m³
– Wastewater treatment fee: approximately 0.4 USD/m³
– Electricity price: applied according to the State’s tariff
– Internet and television costs: calculated based on the actual usage of the enterprise

Investment Incentives:
Businesses investing in Phu My II Expanded Industrial Park enjoy preferential corporate income tax rates of 17% for the first 10 years. They also receive a 100% tax exemption for the first two years and a 50% reduction in tax payable for the following four years.
In addition, investors are exempt from import duties on machinery, equipment, and raw materials used to create fixed assets for the project. The investor also provides free support to businesses in legal procedures such as obtaining investment certificates, business registration, and project implementation consulting.
3. Geographical location
Phu My II Expanded Industrial Park is oriented towards developing a multi-sector industrial park model, leveraging its proximity to the seaport. Accordingly, the industrial park prioritizes attracting industries such as: manufacturing of industrial and domestic electrical equipment, electronic components; consumer chemicals, cosmetics, industrial chemicals; fertilizers and biological pesticides; high-end footwear manufacturing; and industries related to plastics, ceramics, glass, mechanical engineering, assembly, repair, and metallurgy.
In terms of connectivity, Phu My II Expanded Industrial Park is located approximately 1 km from the Cai Mep – Thi Vai deep-water port complex, facilitating import and export activities. At the same time, the industrial park is easily connected to major economic centers via the transportation system:
- Approximately 1.5 km from National Highway 51
- Approximately 30 km from the Long Thanh – Dau Giay Expressway
- Approximately 40 km from Vung Tau City
- Approximately 1 km from Vung Tau City… Ho Chi Minh City is approximately 60 km away.
- It is approximately 70 km from Tan Son Nhat Airport and 35 km from Long Thanh Airport.
4. Infrastructure System
- Power Supply System:
The power supply for production at Phu My II Expanded Industrial Park is sourced from the national grid, managed by Tan Thanh Power Company or Ba Ria – Vung Tau Power Company. A 22kV power line has been installed and extended to the boundaries of each land plot, ensuring stable power supply for businesses. - Clean Water Supply System:
Clean water is supplied from the Toc Tien Water Treatment Plant with a capacity of approximately 50,000 m³/day, and the pipeline system has been extended to the fence of each land plot. - Wastewater Treatment System:
The industrial park has invested in a centralized wastewater treatment plant, with a phase 1 capacity of 4,000 m³/day, meeting environmental treatment requirements. - Internal transportation system:
The internal road network has a width ranging from 15 m to 24 m, with road widths ranging from 31 m to 63 m, ensuring smooth traffic flow and goods transportation throughout the area. - Industrial gas supply system:

5. Investment attraction status at Phu My II Expanded Industrial Park
To date, Phu My II Expanded Industrial Park has leased over 126 hectares of industrial land, achieving an occupancy rate of over 46% (as of September 2021). The industrial park has attracted many large-scale projects, notably the ultra-white float glass manufacturing plant project with an area of approximately 34 hectares, and the steel plant and supporting facilities project of Hoa Phat Group (currently not under construction) with a scale of over 30 hectares.
