1. Project overview and legal information
Phu My 3 Specialized Industrial Park was established by Decision No. 2565/QD-UBND dated October 22, 2009, of the People’s Committee of Ba Ria – Vung Tau province. With a total investment of over 6,000 billion VND, the industrial park covers an area of 1,046 hectares and is being developed in three phases, with 516.45 hectares of industrial land available for lease. Notably, this is the first and only specialized industrial park in Vietnam officially recognized by the Government in December 2014.
Below is an overview of Phu My 3 Intensive Industrial Park:
- Name: Phu My 3 Intensive Industrial Park

- Operating period: 70 years (2007 – 2077)
Investment attraction sectors:
The industrial park aims to attract diverse industries, especially those that leverage the advantages of the Cai Mep deep-water port and abundant resources such as electricity, natural gas, and water. Typical sectors include:
- Heavy industry: energy, chemicals, metallurgy, mechanical engineering, casting and plating, zinc production, paper and packaging, waste treatment, refining and petrochemicals, fertilizer production, building materials, maritime industry, mineral processing…
- Supporting industries: machinery manufacturing, electrical and electronic equipment, telecommunications, automotive component assembly, textiles, leather and footwear, mechanical engineering, high technology, agricultural and aquatic product processing, pharmaceuticals…
- Logistics services: industrial and port logistics services supporting production and import/export activities.
2. Land lease costs and incentives
The above content can be rephrased as follows:
- Current infrastructure usage fee: approximately US$50/m² for the entire land lease period until December 21, 2077.
- Management fee: US$0.75/m²/year.
- For logistics businesses: a fee of US$1/m²/year applies; this fee may be adjusted annually, usually at the beginning of January.
- Wastewater treatment fee: US$0.35/m³, also adjusted annually.
- Electricity price: calculated according to the price framework regulated by the State, plus maintenance costs.
- Clean water price: applied according to the unit price issued by the State, plus system maintenance fees.
Corporate Income Tax (CIT) Incentives:
Businesses operating in Phu My 3 Intensive Industrial Park are subject to a preferential tax rate of 17% for the first 10 years from the date of revenue generation, as stipulated in Government Decrees 118/2015/ND-CP and 218/2013/ND-CP.
In addition, businesses are exempt from tax for the first two years of taxable income and receive a 50% reduction in tax payable for the following four years.
Import Tax Incentives:
- Tax exemption for machinery and equipment serving the oil and gas industry.
- Tax exemption for imported goods intended to form fixed assets of the project.
- Tax exemption for machinery and equipment not yet produced domestically.
Land Lease Policy:
- Land lease term in the industrial park extends up to 70 years (2007–2077), longer than the average 50 years in many other industrial parks.
- Land rent exemption for 20 years from the completion and operation of the industrial park (from 2018), the specific period may vary depending on the location of each land plot.
One-stop support service:
Phu My 3 Specialized Industrial Park acts as an intermediary connecting investors and local management agencies, providing comprehensive support for legal procedures from the investment and construction permit application stage to the project’s operation. As a result, businesses can implement projects quickly and focus entirely on their core production and business operations.
3. Geographical location
Strategically located, Phu My 3 Industrial Park is situated within the Southern Economic Corridor of Southeast Asia and the Southern Key Economic Zone of Vietnam. This makes Phu My 3 Industrial Park attractive to domestic and foreign investors targeting industrial and manufacturing activities in Ba Ria-Vung Tau. Its strategic location also facilitates the import and export of company products.
- Distance from Cai Mep Thi Vai International Port: 2km
- Distance from Tan Son Nhat International Airport: 65km
- Distance from Long Thanh International Airport: 30km
- Distance from Ho Chi Minh City: 60km
- Distance from TP. Vung Tau: 35km
The Phu My 3 Intensive Industrial Park also boasts several other advantages, such as its proximity to the Hydrosung plant and the Long Son petrochemical complex, currently under construction and expected to be operational from 2022 or 2023. Once operational, it will supply petrochemical products and raw materials to other plants, such as olephine, polypropylene, and polyethylene. From here, the Phu My 3 Intensive Industrial Park will be an ideal location for factories producing downstream petrochemical products such as plastics and chemicals.
Furthermore, the industrial park is close to regional logistics centers, facilitating industrial transportation:
- Cai Mep-Thi Vai International Deepwater Port System: With a channel depth of -14m to -16.5m, it can accommodate vessels up to 200,000 DWT for cargo handling. The Cai Mep – Thi Vai International Deepwater Port has a full range of direct shipping routes to Europe, America, and Intra-Asia, helping to minimize costs and time for cargo transportation and optimize production.
- Phu My 3 Inland Container Depot (Phu My 3 ICD): With an area of approximately 25 hectares, including 5 berths, Phu My 3 ICD will be an extension of the Cai Mep – Thi Vai deepwater port. Phu My 3 ICD provides services such as transshipment, warehousing, storage, loading and unloading, and customs clearance, contributing to shortening cargo release time, minimizing logistics costs, and optimizing production for businesses in the Phu My 3 Intensive Industrial Park and surrounding areas.
Furthermore, Phu My 3 Industrial Park also has a significant advantage as it is very close to two LNG terminal projects of PetroVietnam and Hai Linh Company, thereby attracting not only industries that use LNG as a fuel source but also many industries that utilize the heat generated from the LNG gasification process…
4. Infrastructure System
Currently, the technical infrastructure of phase 1 in the Phu My 3 Intensive Industrial Park has been comprehensively and modernly invested in and completed, under the supervision and acceptance of Japanese experts. The items include: a reinforced concrete road system; a rainwater drainage system arranged along both sides of the roads with large-diameter open ditches, ensuring efficient drainage; a wastewater collection and water supply system using underground HDPE pipes; a completely underground electricity and telecommunications system; and a well-planned lighting and green space system.
- Electricity System:
A stable power supply is provided from the Phu My and Ba Ria thermal power plants managed by EVN, with a total capacity of approximately 4,100 MW. 22kV voltage is transmitted to the plant’s perimeter via an underground cable system. - Water Supply System:
Clean water is supplied directly to each enterprise with a capacity of approximately 100,000 m³/day, via an underground pipeline system of D225–D600 diameters. The supply comes from Phu My Water Supply Joint Stock Company (Wasuco), which extracts water from Da Den Lake and Ray River, with a total system capacity of approximately 500,000 m³/day.
Wastewater Treatment System:
The centralized wastewater treatment plant, designed and constructed by Kobelco Eco-Solutions, is capable of meeting Column A standards – the highest level currently available. The designed capacity is approximately 45,000 m³/day.Gas Supply System:
Condensate and LPG gas are supplied from the Dinh Co gas processing plant to the Thi Vai LPG terminal via an underground pipeline system running through the industrial park. In addition, a natural gas pipeline from Nam Con Son/Bach Ho runs parallel to the industrial park boundary. The distribution of NG and LPG within the industrial park is handled by Sojitz Osaka Gas Energy Co., Ltd., with an underground gas pipeline diameter of 6 inches and a maximum capacity of up to 15 million m³/month.Other amenities:
The industrial park is also equipped with supporting technical facilities such as a water pumping station, an electrical control center, and a phase 1-1 wastewater treatment system with a capacity of 9,000 m³/day, ensuring that wastewater meets column A standards before being discharged into the environment.
