The industrial park’s centralized wastewater treatment plant has a total treatment capacity of 6,900 m3/day, with the capacities of phase 1 and phase 2 being 2,900 m3/day and 4,000 m3/day respectively, and was completed in 2009.

Traffic System

The traffic routes in Hoa Phu Industrial Park are arranged in a grid pattern, with the main road width being 15m and the branch roads 8m wide. All roads are equipped with sidewalks on both sides, ranging from 6-8.5m in width, with trees and lighting systems along the roadside.

1. Project overview and legal information

The Hoa Phu Industrial Park (Vinh Long) originated from the Bac My Thuan Industrial Park, established by Decision No. 1126/QD-CP dated December 18, 1998, with an initial scale of 73 hectares, located in Long Ngai commune. On August 8, 2002, the Prime Minister approved the adjustment and conversion into the Hoa Phu Industrial Park with a projected scale of 250 hectares, relocating the planned site to Hoa Phu commune, Long Ho district.

The project officially commenced investment in 2004 with Phase I covering 137.1 hectares, later adjusted to 121.59 hectares (of which 94.8 hectares are industrial land for lease), with a total investment of approximately 103 billion VND from the state budget. The industrial park completed its infrastructure and began operations in 2006. Subsequently, in Official Letter No. 1816/TTg-KTN dated September 29, 2009, the Prime Minister approved the expansion of Phase II with a scale of 130 hectares, and included Hoa Phu Industrial Park in the national industrial park development plan.

Phase II was assigned by the Vinh Long Provincial People’s Committee to Hoa Phu Joint Stock Company as the infrastructure investor from August 14, 2007. By August 31, 2007, the project’s detailed planning at a scale of 1/2000 was approved with an area of ​​137.16 hectares, later adjusted to 129.38 hectares (approximately 94.95 hectares of industrial land for lease). Hoa Phu Industrial Park Phase II officially commenced operations in 2010, with an operating term of 50 years (2010–2060). After completing both phases, the total area of ​​the entire industrial park will reach approximately 250.97 hectares. According to the Vinh Long Provincial Planning for the period 2021–2030, the industrial park is expected to expand further in Phase III with a scale of approximately 157 hectares.

Regarding development orientation, Hoa Phu Industrial Park is a multi-sector concentrated industrial park, attracting sectors such as consumer goods and household goods manufacturing; electrical, electronics, and refrigeration; handicrafts; textiles and garments; food processing; pharmaceutical production; packaging; mechanical processing; warehousing and logistics; and other low-pollution industries.

2. Investment costs and incentives

  • Land and infrastructure rental costs are approximately US$160/m² for the entire remaining lease term (subject to change depending on location and area).
  • Infrastructure management fee: approximately US$0.2/m²/year.
  • Electricity prices are based on EVN’s tariff schedule.
  • Water prices are approximately VND 10,000/m³.
  • Wastewater treatment fees range from VND 4,000 to VND 5,000/m³ depending on input quality (prices exclude VAT and are subject to change).

Regarding incentives, businesses are exempt from corporate income tax for the first two years and receive a 50% reduction for the following four years; they are also exempt from import tax on machinery and equipment included in the preferential list for the creation of fixed assets.

3. Geographical location

In terms of location, the industrial park is situated adjacent to National Highway 1A, providing convenient connections to major economic centers: approximately 8 km from Vinh Long City, 32 km from Can Tho City, and 130 km from Ho Chi Minh City; 34 km from Cai Cui Port; 38 km from Can Tho International Airport; 135 km from Tan Son Nhat Airport; and approximately 140 km from Cat Lai Port.

4. Infrastructure System

The technical infrastructure system at Hoa Phu Industrial Park is fully developed, including:

  • Internal transportation: roads are designed in a grid pattern; main roads are 15 m wide, branch roads are 8 m wide; sidewalks on both sides are 6–8.5 m wide, with trees and lighting installed uniformly.
  • Electricity supply: electricity is supplied from the national grid by Vinh Long Power Company through a 22kV power line system to each plot of land.
  • Water supply: provided by Vinh Long Water Supply Joint Stock Company from Hoa Phu water supply station, with a capacity of 15,000 m³/day.
  • Wastewater treatment: The centralized wastewater treatment plant has a total capacity of 6,900 m³/day (including 2,900 m³/day in phase I and 4,000 m³/day in phase II), ensuring that wastewater meets standards before being discharged into the environment.
  • Other amenities: Green spaces, lighting, communication, fire protection, rainwater drainage, and solid waste collection and treatment are all integrated into the system.

5. Investment attraction situation

Phase I of Hoa Phu Industrial Park achieved a 100% occupancy rate upon completion of its infrastructure (in 2008). Phase II is currently also over 80% occupied. Overall, the industrial park has attracted approximately 35 domestic and foreign investment projects.

Some notable projects currently operating here include: the garment manufacturing project of Ty Xuan Co., Ltd.; the instant noodle factory of Acecook Vietnam Joint Stock Company – Vinh Long branch; the wooden household goods manufacturing project of Vietnam Housewares INTL; the animal feed factory of Hai Dai Vinh Long Co., Ltd., along with many businesses from Japan, South Korea, China, and Europe.
