1. Project Overview and Legal Information

Hung Yen Clean Industrial Park was approved by the Prime Minister for inclusion in Vietnam’s national industrial park development plan under Official Document No. 800/TTg-CN dated June 29, 2020, with a planned area of 143.08 hectares. The industrial park is located in Hong Tien Commune (Khoai Chau District) and Xuan Truc Commune (An Thi District), Hung Yen Province, and is one of the component zones within the master plan of the Ly Thuong Kiet Industrial, Urban and Service Complex.

On July 6, 2021, the Prime Minister approved the investment policy for the construction and infrastructure business project of Hung Yen Clean Industrial Park under Decision No. 1070/QD-TTg. The project is jointly developed by a consortium of five investors—including four Korean investors and one Vietnamese investor. The two leading partners are the Korea Land and Housing Corporation (LH) and TDH Ecoland Urban Development and Investment JSC. The project is implemented by VTK Hung Yen Industrial Park Investment and Development Co., Ltd. The industrial park has an operational term of 50 years (2021–2071) with a total registered investment capital of VND 1,788.59 billion (approximately USD 76.91 million), including VND 357.72 billion (approximately USD 15.38 million) in contributed capital from the investors.

On October 18, 2021, the Hung Yen Provincial People’s Committee approved the 1/500 detailed master plan under Decision No. 2391/QD-UBND. According to the approved plan, the industrial park is bounded by Provincial Road DT.384 and a fuel station/rest stop project to the north, Industrial Park No. 5 to the south, District Road DH.41 to the east, and the connecting route between the Hanoi–Hai Phong and Cau Gie–Ninh Binh expressways to the west. The total planned area covers 143.0843 hectares, including 100.18 hectares of leasable industrial land and warehouse space (accounting for 70.01%), with a maximum construction density of 70% and a building height limit of up to 5 floors.

4. Infrastructure System

  • Internal Road System: The main road of the Clean Industrial Park has a cross-sectional width of 43.0 meters, including an 18.5-meter-wide carriageway, sidewalks of 6.5 meters on each side, and a 12-meter-wide central median. The internal branch roads have a cross-sectional width of 27 meters, comprising a 15-meter-wide carriageway and 6-meter sidewalks on both sides. The main axis connects directly to the inter-expressway route, ensuring convenient and efficient traffic access.
  • Power Supply System: Electricity for industrial operations is supplied from the Ly Thuong Kiet 2 substation with a capacity of 110kV/22kV–2×63 MVA, located northeast of the park. The 22kV distribution lines use underground copper cables running along internal roads and are pre-connected to each land plot as required by investors.
  • Water Supply System: Clean water for production is supplied from the regional water plant through a connection point located on the western side of the park, with a total supply capacity of 6,300 m³/day-night.
  • Wastewater Treatment System: All industrial wastewater generated within the park is collected and treated at the centralized wastewater treatment plant with a maximum capacity of 4,100 m³/day-night. Treated water meeting the required standards is discharged through an underground drainage channel system.
  • Land Grading: Industrial land plots are leveled to elevations ranging from +3.50 m to +3.60 m, with an average slope of 0.1%, designed to ensure surface drainage toward internal road systems.
  • Other Infrastructure Facilities: The park is equipped with a solid waste collection system, separate drainage networks for stormwater, domestic, and industrial wastewater, street lighting systems, landscaped green areas, and telecommunication networks to ensure a modern and sustainable industrial environment.
