Infrastructure Information

Electrical System	The current power supply to the Chà Là Industrial Park is a 22KV medium-voltage line from the 110/15-22kV Gò Dầu substation, connecting to the 110kV Hoà Thành substation, meeting the production and business needs of investors.
Water System	With a wastewater treatment plant having a capacity of 2,500 m3/day (comprising 2 modules: 1 module with a capacity of 500 m3/day and 1 module with a capacity of 2,000 m3/day), wastewater will be collected from factories in the industrial park. Wastewater from these factories will be treated to meet Class B standards (according to national standards) before being discharged into the centralized wastewater treatment plant of the Chà Là Industrial Park.

Traffic System	The main road has a width of 25m, while the roads within the Chà Là Industrial Zone have a road surface width of 12m, with 7m sidewalks on each side. The road surface is paved with hot asphalt concrete meeting standards.

1. Project Overview and Legal Information

The Chà Là Industrial Park originated as the Chà Là Industrial Cluster, planned to attract high-tech and engineering industries with an initial projected scale of 200 hectares. Phase 1, covering approximately 42 hectares, had a total investment of around 160 billion VND.

Specifically, the Chà Là Industrial Park project received an investment certificate from the Tay Ninh Economic Zone Management Board on April 18, 2008, with an infrastructure development area of 42.19 hectares. On June 16, 2010, the Provincial People’s Committee officially issued a decision establishing the industrial park with the same area. Phase 1 has been fully implemented on 42 hectares.

For the remaining area of approximately 158 hectares, part of Phase 2, implementation faces many obstacles due to the area being surrounded by irrigation canals and the lack of convenient transportation infrastructure. Furthermore, the land plot has an elongated, narrow shape, making it difficult to invest in integrated infrastructure and construct large-scale factories, resulting in low investment attraction. Therefore, on September 29, 2017, the People’s Committee of Tay Ninh province issued Official Letter No. 4554/VP-TH agreeing to halt the expansion of phase 2 of the industrial park.

Subsequently, on October 4, 2017, the People’s Committee of the province approved Decision No. 2301/QD-UBND on adjusting the detailed planning at a scale of 1/500 for phase 1. According to this adjustment, the total scale of phase 1 was increased to 55 hectares, of which industrial land accounts for 42.19 hectares and the remaining 12.8 hectares are allocated for residential areas.

On January 12, 2021, the Prime Minister approved the adjustment of the planning, reducing the total area of the industrial park from 200 hectares to 42.19 hectares according to Official Letter No. 27/TTg-CN.

Incentives for high-tech and supporting industries: A preferential tax rate of 10% is applied for 15 years; tax exemption for the first four years and a 50% reduction for the following nine years.
Import tax incentives: Exemption from import tax on goods imported to create fixed assets for the project, including: machinery and equipment; specialized transport vehicles used in the technological process and vehicles for transporting workers; various types of components, parts, spare parts, molds and accompanying accessories; raw materials for manufacturing machinery, equipment or related parts; and construction materials that are not produced domestically.

3. Geographical location of Cha La Industrial Park

The Chà Là Industrial Park is located in Dương Minh Châu district – an area with ample land and flat terrain, highly favorable for the construction and development of large-scale industrial parks.
