1. Project Overview and Legal Information
The Chà Là Industrial Park originated as the Chà Là Industrial Cluster, planned to attract high-tech and engineering industries with an initial projected scale of 200 hectares. Phase 1, covering approximately 42 hectares, had a total investment of around 160 billion VND.
Specifically, the Chà Là Industrial Park project received an investment certificate from the Tay Ninh Economic Zone Management Board on April 18, 2008, with an infrastructure development area of 42.19 hectares. On June 16, 2010, the Provincial People’s Committee officially issued a decision establishing the industrial park with the same area. Phase 1 has been fully implemented on 42 hectares.
For the remaining area of approximately 158 hectares, part of Phase 2, implementation faces many obstacles due to the area being surrounded by irrigation canals and the lack of convenient transportation infrastructure. Furthermore, the land plot has an elongated, narrow shape, making it difficult to invest in integrated infrastructure and construct large-scale factories, resulting in low investment attraction. Therefore, on September 29, 2017, the People’s Committee of Tay Ninh province issued Official Letter No. 4554/VP-TH agreeing to halt the expansion of phase 2 of the industrial park.
Subsequently, on October 4, 2017, the People’s Committee of the province approved Decision No. 2301/QD-UBND on adjusting the detailed planning at a scale of 1/500 for phase 1. According to this adjustment, the total scale of phase 1 was increased to 55 hectares, of which industrial land accounts for 42.19 hectares and the remaining 12.8 hectares are allocated for residential areas.
On January 12, 2021, the Prime Minister approved the adjustment of the planning, reducing the total area of the industrial park from 200 hectares to 42.19 hectares according to Official Letter No. 27/TTg-CN.

3. Geographical location of Cha La Industrial Park
The Chà Là Industrial Park is located in Dương Minh Châu district – an area with ample land and flat terrain, highly favorable for the construction and development of large-scale industrial parks.
