The Ca Na Industrial Park was established based on the conversion of the Ca Na Steel Production Complex Project according to Document No. 787/TTg-KTN dated May 19, 2011. Subsequently, the project was further approved by the Prime Minister in Document No. 620/TTg-KTN dated May 5, 2015, and integrated into the general urban development plan for Ca Na, Thuan Nam District, Ninh Thuan Province until 2035 (approved by Decision No. 480/QD-UBND dated December 31, 2018).

On November 30, 2022, the project’s 1/2000 scale zoning plan was approved by the Ninh Thuan Provincial People’s Committee according to Decision No. 644/QD-UBND. Currently, the Ca Na Industrial Park infrastructure project is undergoing appraisal by the Ministry of Planning and Investment before being submitted to the Prime Minister for consideration and approval of the investment policy.

1. Project overview and legal information

According to the approved zoning plan, the Ca Na Industrial Park has a total area of ​​approximately 827.2 hectares. The project will be implemented in two phases: phase 1 from now until 2025 with a scale of approximately 378 hectares, and phase 2 from 2026 to 2030 with an area of ​​approximately 449.2 hectares, aiming to complete the entire industrial park.

2. Costs

  • Electricity prices fluctuate between 0.03 and 0.1 USD/kWh depending on the time of day, allowing businesses to proactively control costs and improve production efficiency.

3. Geographical location of Ca Na Industrial Park

The Ca Na Industrial Park is strategically located adjacent to National Highway 1A (27m wide, 14m surface width). Additionally, a district road connecting National Highway 1A to the center of Phuoc Diem commune has been developed with a 12m wide, 10m surface width. According to the planning orientation, a coastal road will also pass through this area, contributing to the completion of the transportation network in the future.

Diverse transportation connections:

  • Railway: The North-South railway line runs along the western side of the area, with Ca Na station currently serving as a transit station. In the future, the station may be upgraded to a cargo station combined with passenger and tourist transport.
  • Sea: Ca Na Port, currently specializing in salt production, has been upgraded from a 500 DWT to a 1,000 DWT capacity, with a 210-meter-long and 6-meter-wide concrete pier.
  • Air: The industrial park is approximately 90 km from Cam Ranh International Airport, facilitating convenient air transport and cargo transportation.

Notably, the Ca Na port area is located at the intersection of three strategic transportation axes: National Highway 1A, the Eastern North-South Expressway, and the North-South railway line, and also connects to National Highway 27 leading to the Southern Central Highlands. According to the Ninh Thuan Provincial Planning for the period 2021–2030, with a vision to 2050, the Ca Na General Port will become an important regional hub, capable of receiving vessels with a deadweight tonnage of up to 100,000 DWT or larger, serving a diverse range of goods such as bulk cargo, containers, gas, and liquids.

With its advantage of integrated connectivity across various modes of transportation, the Ca Na Industrial Park is considered to have great potential for the development of logistics and port-related industries.

The Ca Na Industrial Park is oriented towards the synchronized development of energy and transportation infrastructure to enhance inter-regional connectivity. Specifically, an LNG power plant with a capacity of approximately 1,500 MW will be implemented in the Ca Na port area during the period 2021-2030. In addition, the provincial transportation system is planned with 7 new routes, combined with a connecting route from Ca Na port to the Southern Central Highlands region, creating a link between Ninh Son district (Ninh Thuan province) and Duc Trong district (Lam Dong province), contributing to the promotion of regional economic development.

In terms of location, the industrial park is conveniently situated near key hubs:

  • Approximately 30 km from Phan Rang – Thap Cham city
  • Approximately 500 m from Ca Na general port
  • Approximately 90 km from Cam Ranh International Airport

4. Infrastructure system

Land use planning for Ca Na Industrial Zone

The Ca Na Industrial Park is oriented towards development with a modern technical infrastructure system, focusing on environmental factors, as a foundation for long-term sustainable development. Specifically, the project’s infrastructure plan includes:

  • Electricity supply system:
    Currently, electricity is supplied from the 110kV Phan Rang substation. In addition, the area is supported by the 110kV Thap Cham – Phan Ri high-voltage power line, located approximately 1 km away, along with the Ninh Phuoc medium-voltage power line with a capacity of 110/22kV – 25 MVA, ensuring a stable electricity supply for production.
  • Water supply system:
    Clean water is supplied from the provincial water supply system with a capacity of approximately 30,000 m³/day, serving both domestic and industrial needs in the area. Simultaneously, the Ca Na – Phuoc Nam water supply project (phase 2) is also being implemented with a raw water supply capacity of approximately 10,000 m³/day, enhancing the ability to meet future demand.
  • Telecommunications system:
    The telecommunications infrastructure in the area is quite complete with 2 post offices, 1 radio station, and 3 broadcasting stations. In addition, the fiber optic cable system includes 2 main lines, Phan Rang – Phuoc Diem and Phan Rang – Ca Na, each with a transmission speed of approximately 150 Mbps, adequately meeting the needs for connectivity and data transmission.
