1. Project overview and legal information
Nhon Hoi Industrial Park (Zone A), part of the Nhon Hoi Economic Zone, was established by Decision No. 72/2006/QD-UBND.
According to Decision No. 514/QD-TTg dated May 8, 2019, of the Prime Minister on adjusting the general planning of the Nhon Hoi Economic Zone until 2040, this area has been oriented to develop into Nhon Hoi A Industrial-Urban Zone.
The project is planned with two main functional sub-zones, including:
- Industrial zone: Approximately 394 hectares
- Urban zone: Approximately 236 hectares
On February 21, 2023, the People’s Committee of Binh Dinh province issued Decision No. 465/QD-UBND approving the adjusted detailed construction planning project at a scale of 1/500 for Nhon Hoi Industrial Park (Zone A), part of the Nhon Hoi Economic Zone.
According to the plan, Nhon Hoi A Industrial Park is located on Phuong Mai Peninsula, in Quy Nhon City, Binh Dinh Province, with a total area of 394 hectares. Of this, the area allocated for factory and enterprise construction accounts for approximately 255.71 hectares.

2. Investment costs and incentives

Industrial Park Service Fees:
- Infrastructure maintenance fee: 0.2 USD/m²/year (excluding VAT)
- Electricity price: Applied according to the nationwide tariff schedule of Vietnam Electricity Group (EVN)
- Water price: Implemented according to the price registered by the service provider with the Economic Zone Management Board; reference price in 2021 is 16,432 VND/m³ (excluding VAT)
- Wastewater treatment cost: Calculated according to the level of pollution of the influent wastewater, according to the price framework stipulated by the People’s Committee of Binh Dinh province
Investment incentive policies at Nhon Hoi A Industrial Park:
- Corporate income tax incentives:
Enterprises are completely exempt from tax for the first 4 years from the date of generating taxable income, and then receive a 50% reduction in tax payable for the following 9 years. A preferential tax rate of 10% will be applied for a period of 15 years from the date the project commences production and business operations. After the preferential period, the tax rate will be applied according to current State regulations. - Incentives for machinery and equipment:
Import tax exemption for machinery, equipment (including spare parts), specialized transport vehicles belonging to the technological production line, as well as construction materials that are not produced domestically or do not meet quality standards. This policy applies especially to projects in sectors encouraged for investment such as the production of mechanical, electrical, and electronic components and spare parts. - Import tax incentives:
Import tax exemption for a period of 5 years from the date the project officially commences production and business operations.

Power Supply System
- Nhon Hoi 1 110/22kV substation with a capacity of 2×63 MVA, upgradeable to 150–200 MVA as needed.
22kV power lines are extended to the fence of each factory. - Substations are installed at each plot of land according to usage needs, invested by Binh Dinh Power Company.
- Lighting system is installed along the internal roads.
Water Supply System
