The Que Vo III Industrial Park – Urban Area Project, Bac Ninh Province, was approved by the Provincial People’s Committee in Document No. 311/UBND-CN dated March 11, 2008, with Bac Ninh Agricultural Products Joint Stock Company (formerly DABACO Vietnam Group Joint Stock Company) as the initial investor.

On December 31, 2008, the Prime Minister issued Document No. 2349/TTg-KTN, officially approving the addition of Que Vo III Industrial Park to the planning of industrial park development nationwide. The project had an initial planning area of ​​300 hectares, which was later adjusted to 524 hectares according to Document No. 1511/TTg-KTN dated August 20, 2024.

On January 21, 2016, the Bac Ninh Provincial Industrial Park Management Board issued a new Investment Registration Certificate for the project with code 4057875306. Then, on February 3, 2016, DABACO transferred all investment capital to EIP Company, a subsidiary of TNI Holdings – the unit that took over and developed the project.

On May 5, 2022, the Bac Ninh Provincial People’s Committee issued Decision No. 216/QD-UBND, adjusting the project name to “Que Vo III Industrial Park – Phase 1”. The area of ​​the industrial park in this phase was also updated, reduced from 303.8 ha to 281.51 ha.

Regarding detailed construction planning:

  • First approved under Decision No. 965/QD-UBND dated July 23, 2008,
  • Then adjusted under Decisions No. 841/QD-UBND (July 15, 2011), 1868/QD-UBND (December 30, 2016) and 176/QD-UBND (April 19, 2019).

Route 3 – coinciding with Provincial Road 398 – runs along the industrial park and connects directly to National Highway 18, with a cross-section of 36m, a road surface of 15m wide, acting as a key traffic route in the area.

Internal branch roads are designed with diverse road widths from 25.25m, 36m to 58.5m, corresponding to road surfaces from 11.25m to 22.5m wide. Both sides of the road are arranged with sidewalks, landscape trees, lighting systems and median strips, creating a clear, safe and environmentally friendly traffic environment.

In particular, the 9-9 and 10-10 cross-section roads in Que Vo 3 Industrial Park are built synchronously with provincial road DT285B, with cross-sections from 80m to 87m and road surfaces up to 45m wide, acting as strategic connecting routes for the entire area.

4.2. Power supply system

The power supply for production activities in the industrial park is guaranteed by Que Vo Electricity, through the 110kV/22kV transformer station with a total capacity of 2×63 MVA. The 22kV medium voltage line system is designed to branch and connect directly to each plot of land, ensuring stable and continuous power supply and meeting the needs of investors.

4.3. Water supply system

Clean water for Que Vo 3 Industrial Park – Phase 1 is supplied from a water treatment plant located within the area, with a designed capacity of 16,000 m³/day and night. The treated water fully meets the quality standards according to QCVN 01:2009/BYT of the Ministry of Health. After treatment, the quality of the output wastewater meets column A standards according to current regulations on industrial wastewater, ensuring safety before being discharged into the environment.

4.5. Communication system

The communication system in the industrial park is provided and installed by VNPT, meeting the specific needs of each investor. Stable, high-speed transmission lines ensure smooth and uninterrupted information during production operations.

4.6. Fire prevention and fighting system

Fire hydrant systems are installed along the internal roads, with a distance of 120 to 150 meters between the pillars. This design ensures an effective service radius, promptly responding to fire prevention and fighting work in the entire industrial park area when situations arise.

The rainwater drainage system and wastewater drainage system are designed separately, helping to ensure operational efficiency and environmental protection.
