1. Project overview and legal information

Thanh Liem Industrial Park was officially added to the planning for the development of industrial parks in Ha Nam province according to Official Dispatch No. 469/TTg-CN issued by the Prime Minister on April 3, 2017. This industrial park was formed from the merger and renaming of two areas: Liem Phong Industrial Park (200 hectares, added to the planning according to Official Dispatch No. 1350/TTg-KTN dated August 15, 2008) and Kien Khe I Industrial Cluster (150 hectares), with a total area of ​​nearly 293 hectares.

On May 11, 2018, the People’s Committee of Ha Nam province approved the detailed planning of Thanh Liem Industrial Park according to Decision No. 750/QD-UBND, dividing the project into two development phases:

  • Phase I: Area of ​​150.86 ha, inherited from Kien Khe Industrial Cluster I.
  • Phase II: Area of ​​142.13 ha, expanded in Thanh Tuyen ward (Phu Ly city) and Thanh Thuy, Thanh Phong, Thanh Ha communes, Kien Khe town (Thanh Liem district).

On March 14, 2019, the Prime Minister continued to approve the investment policy of Phase II according to Decision No. 281/QD-TTg, with Capella Real Estate Joint Stock Company as the investor, with a total investment capital of over VND 942 billion. The industrial park was officially established according to Decision No. 718/QD-UBND dated May 4, 2019 of the People’s Committee of Ha Nam province.

The project has two infrastructure investors:

  • Phase I: Ha Nam Province Industrial Parks Management Board
  • Phase II: Capella Real Estate Joint Stock Company

The project’s operating period lasts until 2067 for licenses issued under Official Dispatch 469/TTg-CN and until 2069 for projects licensed after Decision 281/QD-TTg.

4. Infrastructure system

  • Power source: Electricity is supplied from the 110/22KV transformer station located right in the industrial park, with a capacity of 3×63 MVA. The power grid is distributed to each plot of land, ensuring a stable and safe power source for all production activities.
  • Water supply: Clean water is taken from the Song Hong Clean Water Plant, with a total capacity of 250,000m³/day and night. The industrial park is allocated 50,000m³/day and night and can be expanded depending on the scale of use of the factories.
  • Wastewater treatment: The centralized wastewater treatment system of the industrial park has a capacity of up to 7,500m³/day and night. The treated wastewater meets type A standards according to current environmental regulations, ensuring safety when discharged into the environment.
  • Telecommunications and Internet: Telecommunications infrastructure is pre-equipped with high-speed fiber optic connections. Sewers and technical cables are arranged to each plot of land, ensuring flexible connectivity according to the needs of each enterprise.
  • Fire prevention: The fire protection system is systematically designed, with fire hydrants arranged at a distance of 150m/time, helping to quickly respond when an incident occurs in the area.
  • Drainage and flood prevention: Rainwater and wastewater drainage systems are arranged separately. Open canals/ditches and 2.5m x 2.5m box culvert systems ensure rapid drainage and prevent flooding during the rainy season.
