The Vinh Thanh Industrial Park Phase 1 (VSIP Can Tho) received investment approval from the Prime Minister under Decision No. 1255/QD-TTg dated October 17, 2022. Following this, on April 24, 2023, the People’s Committee of Can Tho City issued Decision No. 1015/QD-UBND approving the 1/2000 scale zoning plan for the project.
The project is being implemented by a consortium of three investors: Becamex IDC (Industrial Development Corporation), Vietnam-Singapore Industrial Park Joint Venture Company Limited (VSIP), and Vietnam-Singapore Urban and Industrial Park Development Joint Stock Company. On September 9, 2023, the project officially commenced, marking the 13th Vietnam-Singapore Industrial Park nationwide and the first in the Mekong Delta region.

Traffic System | The VSIP Can Tho Industrial Park has two roads: a road connecting from National Highway 80 to the industrial park (Road No. 1) and a road connecting from the Vam Cong Bridge (Road No. 2). Road No. 1, with a total investment of over VND 172.4 billion and a length of 572m, has reached 92% completion and is expected to be finished by April 30, 2025. Road No. 2, with a total investment of nearly VND 385 billion and a total length of 1,217m, has only reached 10% completion due to delays by the contractor. The District People’s Committee is considering terminating the contract and selecting a new contractor, with completion expected by September 30, 2025. |
1. Project overview and legal information
The VSIP Can Tho Industrial Park has a planned area of approximately 900 hectares, with Phase 1 implemented on an area of 293.7 hectares (291.2 hectares for infrastructure construction), with a total investment of over VND 3,718 billion (equivalent to USD 160 million). Upon completion, the project is expected to create jobs for approximately 20,000 – 30,000 workers and attract investment capital of up to USD 3.5 billion.

The project is oriented towards developing a smart and sustainable industrial park model, aiming to become a large-scale food processing and distribution center in the Southern region. In addition, the “from center to port” logistics system and synchronized infrastructure will effectively support the supply chain for investors. This is considered a crucial driving force for the socio-economic development of Can Tho City and the entire Mekong Delta region.

VSIP Can Tho Industrial Park is strategically located at the intersection of important transportation routes both vertically and horizontally in the Mekong Delta region, and borders three provinces: Dong Thap, An Giang, and Hau Giang.

The project is located along the Cai San canal, near National Highway 80, National Highway 91, and the Lo Te – Rach Soi expressway, providing convenient connections to seaports, airports, and urban centers in the region.

4. Infrastructure System
As of March 2024, the project had handed over approximately 244.33 hectares of land to the investor, including 17.55 hectares of public land. By October 2024, land clearance was 100% complete, and land leveling and foundation treatment were underway.
It is expected that from Q2/2025, after completing the necessary procedures, the project will begin constructing the technical infrastructure to hand over to secondary investors.
The infrastructure system includes:
- Internal transportation: Two main connecting routes from National Highway 80 and Vam Cong Bridge; expected to be completed on April 30, 2025 and September 30, 2025, respectively.
- Electricity supply: The 22kV power line has been deployed; 110kV substation expected to be operational in Q2/2026
- Water supply: Capacity approximately 45,000 m³/day
- Wastewater treatment: Phase 1 plant expected to be completed in Q3/2025
- Other amenities: Telecommunications, 24/7 security, fire protection
5. Investment attraction situation
At the launch ceremony on September 9, 2023, the investor signed memoranda of understanding with 12 businesses. By August 2024, approximately 19 international investors (from the US, Japan, Singapore, South Korea, Malaysia, China, etc.) had registered for a total area of about 100 hectares and an investment capital of about 200 million USD.
It is expected that in 2025, land lease contracts will be signed and handed over to begin factory construction.
Notably, on April 25, 2025, the first secondary project invested by Bestway Group commenced construction. The project covers 28.6 hectares, with a total investment of 300 million USD, specializing in the production of outdoor sports and entertainment products. Upon completion, it is expected to create more than 5,000 jobs and achieve annual revenue of approximately 500 million USD, contributing to the economic development of the region.
